What we do

Four things, and the rate settled before the first invoice

Building, rebuilding and developing. Which VAT regime a project falls under is established at the start, and confirmed by your own adviser.

How it works

How we work

The VAT regime is established at the first conversation and confirmed by the client's own adviser, the declaration is held before any invoice goes out at a reduced rate, and the architect stays independent of the builder throughout.

Free first conversation

The project, and which VAT regime it would engage, with the conditions stated.

Confirmed by your adviser

We set out the questions; the answer comes from a professional entitled to give it.

Declaration before invoicing

No invoice at a reduced rate without it, because late is unrecoverable.

Built and recorded

To the architect's drawings, with changes written down as they arise.

Ways to work with us

Quoted per project after a site visit. The applicable VAT rate is stated on the quotation, with the conditions it depends on, rather than assumed.

A build or renovation

What we will not do

Said plainly, because it protects you too.

  • No 6% invoice without the declaration
  • No tax advice, which is reserved
  • No architect's role, which is reserved
  • No assumption that renovation rules apply
  • No firm date that depends on a permit

How we work

A builder and developer in Vorselaar

AB Zeb Willems is a company incorporated under Belgian law, registered with the Crossroads Bank for Enterprises under enterprise number 0792.171.977, based at Molenstraat in Vorselaar in the province of Antwerp, and trading since October 2022. Zeb Willems has been its director since incorporation. Its registered activities are the development of non-residential building projects and the general construction of residential buildings.

The subject on the front page is a tax rate, which is an unusual thing for a builder to lead with and is the most valuable thing we can tell a client planning a rebuild. Demolition followed by reconstruction of a dwelling can be invoiced at six per cent rather than twenty-one, and since January 2024 that regime applies throughout the country on a permanent basis but with real conditions: the dwelling must be the client's sole and own dwelling, its habitable surface must not exceed two hundred square metres, the client must be domiciled there, and the position must hold for five years. Since January 2025 the regime also reaches reconstruction followed by long-term letting to a private individual as a main residence. What trips people is the timing rather than the conditions. A declaration has to be lodged before the VAT becomes chargeable, and filing it after work has been invoiced does not recover the rate on that work. So we deal with it before the first invoice, and the answer itself comes from the client's own adviser rather than from us.

Frequently asked

The questions we get most

How much is the reduced rate actually worth?

Fifteen points of the works, which on a rebuild is almost always the largest single figure a client influences. Six per cent instead of twenty-one is not a discount at the margin; on a few hundred thousand euros of work it is tens of thousands. That is the reason this sits on the front page of a builder's website rather than in a footnote, and the reason we would rather have the conversation before a quotation than during a build.

What are the conditions, in plain terms?

Since 1 January 2024 the national regime for demolition and reconstruction is permanent and conditional. The reconstructed dwelling must be the sole and own dwelling of the person for whom the works are done. Its habitable surface must not exceed two hundred square metres. That person must be domiciled there. And the position must continue to be satisfied for five years. Since 1 January 2025 the regime also covers demolition and reconstruction where the dwelling is then let long-term to a private individual who makes it their main residence, under the same surface limit. Whether your project meets them is a question for your tax adviser, and we will write out what they need to look at.

Why does the declaration have to come first?

Because the reduced rate is available only where the declaration has been lodged before the VAT becomes chargeable. This is the point at which real money is lost, and it is lost for an entirely procedural reason. Work gets under way, invoices are issued at twenty-one per cent on the assumption that it can be sorted out later, and it cannot: re-invoicing does not recover the rate on amounts already invoiced. We therefore do not issue an invoice at the reduced rate unless the declaration is held, and we raise the subject before any invoice goes out rather than at the end.

My house is old and I am renovating rather than rebuilding. Same rules?

No, and assuming so is the most common error in this area. There is a separate reduced rate for works on a dwelling that is at least ten years old, and it has its own conditions, which are not the ones described above. The two regimes are not interchangeable: a conclusion reached about one establishes nothing about the other. Tell us which you are actually doing — and if a project involves both, say so early, because the distinction between a deep renovation and a reconstruction is exactly where the question gets difficult.

What happens if I move out within five years?

The conditions have to continue to be met throughout the period, and a failure may give rise to an obligation to repay the benefit of the reduced rate. That obligation falls on the person for whom the works were carried out, not on the builder. It is worth knowing before you commit, because the five years is a continuing obligation rather than a box ticked once, and life sometimes has other plans. Your adviser can tell you how it would apply to your circumstances; what we can do is make sure nobody treats it as a formality.

Are you giving me tax advice here?

No, and the line is kept deliberately clear because crossing it would not help you. Tax and accountancy advice are reserved to professionals registered with the ITAA, and legal advice to the Bar. What this company does is factual: establish which regime a project would engage, set out what its conditions require, write down the questions your adviser needs to answer, and hold the declaration before invoicing. In practice that makes the adviser's involvement shorter and cheaper, because the facts arrive organised.
